Michigan to comply with federal mandate

Beginning May 3, Michigan will join 49 other states in the mandatory collection of Social Security numbers (SSNs) from applicants for original, renewal and replacement driver's licenses.

The Department of State has developed strict internal controls and special procedures to safeguard SSNs and ensure that the privacy of Michigan residents will be protected.

"We have been careful in our approach to implementing this requirement so that

proper safeguards are in place to protect the personal privacy of state residents," said Secretary of State Terri Lynn Land. "It's important for our customers to know that their Social Security number will never be displayed or encoded on their driver's license. SSNs will only be released to select individuals in government agencies, as required by law."

This action complies with the 1996 federal Welfare Reform Act and a subsequent federal court ruling in 2001 that denied Michigan's challenge to the requirement.

The law mandates that all states collect SSNs from driver's license applicants for use in child-support enforcement. Michigan's Family Independence Agency estimates $200 million in federal funds are at risk if the state does not comply with the requirement.

It will not be necessary to present an actual Social Security card when applying for a driver's license. The state will verify all Social Security numbers. A person who has never been issued a SSN must certify to that fact on a form provided by the branch office. Individuals who make a false statement regarding their SSN are subject to a fine of up to $5,000 and imprisonment for up to five years.

Land appealed to Michigan motorists to be patient with branch office employees as they implement these changes.

"Our employees understand the sensitive nature of this information and are trained to safeguard it," Land said. "Their job is to serve our customers and to follow the law. We appreciate the cooperation of our customers as we adhere to this federal requirement."
