If owners do not claim their vehicles as a result of an accident, impound, drunken-driving or driving-while-license-suspended arrests, are the vehicles considered abandoned?

Yes, a vehicle may be considered abandoned once it has been removed. Law enforcement should enter the vehicle in LEIN as abandoned. However, Michigan State Police order # 68 states that vehicles seized for evidence or forfeiture should not be entered as abandoned. Such vehicles may be deemed "abandoned" at the direction of the prosecuting attorney.
Care must be taken when deeming vehicles involved in crashes as "abandoned." It may be that there was no intent to abandon the vehicle. Circumstances such as the vehicle owner's injuries or hospitalization, efforts by an insurance company to take ownership of the vehicle or a pending insurance settlement may prevent immediate response by the parties involved.
