If the abandoned vehicle is on public property the law enforcement agency with jurisdiction over the vehicle will arrange for the removal.  If the abandoned vehicle is on private property, the towing agency must provide reasonable notice by telephone, or other means to the law enforcement agency with jurisdiction over the abandoned vehicle.  In some instances, law enforcement may arrange for a tow from private property (for violation of a local ordinance or state law, vehicle is believed to be stolen, vehicle is blocking property entrance, etc.).
