- Administration of the Michigan Self Insurers certification program has been transferred to the Department of Insurance and Financial Services effective January 1, 2013. The Department of Insurance and Financial Services (DIFS) is the state agency responsible for regulating Michigan's insurance companies and is dedicated to protecting Michigan consumers by ensuring the companies that it regulates are safe and sound, follow state and federal law, and are entitled to the public confidence.
