What is the purpose of Uniform Commercial Code?

The Uniform Commercial Code (MCL440.1101 through MCL 440.11102), or UCC, as it is commonly abbreviated, provides a central location in Michigan for filing a public notice of a secured transaction. This notice, called a financing statement, is evidence of a commercial agreement between two parties, called the debtor and secured party. The department's UCC office, upon request, also searches the filed information by name. When a business applicant pledges collateral on a loan, UCC search results tell lenders whether others have filed a claim against the same collateral.

What is a debtor?

A debtor is a borrower who owes a debt. More specifically, a debtor means the person who owes payment against a secured obligation.

What is a secured party?

Secured party means a lender, seller or other person in whose favor there is a security interest.

What are UCC's hours of operation?

UCC normal business hours are Monday through Friday, from 8 a.m. to 5 p.m., Eastern Time.

How do I get to the UCC office?

The UCC Section is located in the Secretary of State building in the State Secondary Governmental Complex, about 9 miles southwest of Lansing, at the corner of Crowner Drive and Billwood Highway.

From I-69: Take Exit 70 and proceed north on Lansing Road. Turn left at the first traffic light, Crowner Drive. Follow Crowner for one full block. UCC is located within the Secretary of State building, corner of Crowner at Billwood Highway.

From I-96: Take Exit 98A and proceed south on Lansing Road. Turn right at the second traffic light, Crowner Drive. Follow Crowner for one full block. UCC is located in the Secretary of State building, corner of Crowner at Billwood Highway.

Public parking is provided on the Crowner Drive side of the building, near the main lobby doors.

Does UCC issue bar codes or UPC symbols?

No. The UCC Section does not issue the bar codes or UPC symbols used by scanning equipment to capture data. Contact the GS1 US for information about these codes.

How do I order a copy of the Uniform Commercial Code?

Article 9 or the entire Code can be downloaded from the Department of State Web site.

Where can I purchase UCC forms?

Many office supply stores sell the National UCC forms. Forms can also be downloaded from the Department of State Web site.

Can I purchase UCC filing data in bulk?

Yes. A monthly subscription service is available for the bulk purchase of UCC filing data. The fees are as follows:

How do I establish a billing account?

If you frequently request searches or file financing statements in UCC, contact our Finance Division to establish a billing account. After you have established a billing account, you will be billed monthly. The telephone number is 517-373-8730.
