The Michigan Department of Transportation issues

A. NAME OF PERMIT OR APPROVAL:

Sections 4 & 5 of the General Rules of the Michigan Aeronautics Commission

D. SUMMARY OF PERMIT/APPROVAL PROCESS:

 1.  Applicability (activities that require the permit)

All airports, landing fields, and other aeronautical facilities, except those owned or operated by the United States government, before operating as such, shall be approved by the department.

 2.  Pre-Application Requirements

None

 3.  Application Submission Requirements

Anyone that wants to establish a landing site must notify both the Michigan Aeronautics Commission and the Federal Aviation Administration (FAA) of their intent to establish an airport, landing strip, or helipad.

Notification is accomplished by submitting an FAA form 7480-1 with the Michigan Department of Transportation, Airports Division. The Airports Division will review the application and forward the form (7480-1) to the FAA for an Airspace Review.

In addition, the applicant must submit a map (U.S.G.S. quadrangle) showing location of the airport, a completed license application (form 4087)along with the appropriate fee,and a copy of local land use zoning map (Master Plan).

 4.  Procedures and Time-Frame for Obtaining Permit or Approval

Once all materials have been reviewed the will be inspected by MDOT. When all applicable requirements are shown to be met the landing area will recieve approval and the license issued.

 5.  Operational Requirements

Detailed operational requirements can be reviewed in Sections 4 & 5 of the General Rules of the Michigan Aeronautics Commission 6. Fees Fees are $100 for an Air Carrier airport, $50 for a General Utility airport, and $25 for a Basic Utility airport or any public use heliport.

 7.  Appeal Process

In any case in which the department rejects an application for permission to operate an airport, landing field, or other aeronautical facility, or in any case where the department shall issue any order requiring certain things to be done, it shall set forth its reasons for the order and shall state the requirements to be met before approval will be given. In any case in which the department considers it necessary, the department may order the closing of any airport, landing field, or other aeronautical facility, until compliance is made with the requirements ordered by the department.

 8.  Public Input Opportunities

Public Meetings of the Michigan Aeronautics Commission are held bi-monthly. The meeting times are posted at the Michigan Aeronautics Commission web site.
