Dairy Farm Permit

The Food and Dairy division within the The Michigan Department of Agriculture and Rural Development administers permits to all dairy producers in the State of Michigan that are and/or want to sell milk.


A. NAME OF PERMIT OR APPROVAL: Manufacturing farm permit allows a person(s) or business to sell milk to be processed into butter, cheese, ice cream and/or powder. A Grade A farm permit allows a person(s) or business to sell milk to be processed into fluid milk and other grade A products. Application for Producer Permit (DY-300) is required.

C. APPLICABLE REGULATION: 2001 PA 266 2001 Grade A milk Law as amended Article III [288.500 Sec. 30] and 2001 PA 267 2001 Manufacturing Milk Law as amended Article II [288.670 Sec. 110].

D. SUMMARY OF PERMIT/APPROVAL PROCESS:

 1.  Applicability (activities that require the permit)

Any person(s) and/or business that wants to milk lactating mammals and sell the milk to a buyer.

 2.  Pre-Application Requirements

Contact the inspector in your area and provide the inspector with drawings, blueprints and other documents, including a Notice of Intent to Install the proposed facility or facilities for approval.

 3.  Application Submission Requirements

Application is to be submitted upon completion of construction to the inspector during the final inspection of the facility or facilities.

 4.  Procedures and Time-Frame for Obtaining Permit or Approval
  • Contact the inspector in your area.
  • Contact a milk market in your area.
  • Discuss the proposed site and plans.
  • Gain approval for the site plans and submit the Application to Install.
  • Start construction.
  • Keep inspector informed of the progress of the construction.
  • Water sample(s) from an approved source must be obtained for well(s) that could possibly supply the milkhouse.
  • A final inspection once construction is complete, but before milking begins in the facility or facilities.
  • Fill out the required Producer Permit.


The time frame varies between installers, builders, plumbers and inspectors.
