The Michgian Telecommunications Act 179 of 1991 as amended by Public Act 216 of 1995, the Michigan Public Service Commission does not have authority over enhanced services, paging, cellular, mobile, answering services, video, cable service, pay-per-view, shared tenant, private networks, financial services networks, radio and television, WATS, personal communication networks, municipally owned telecommunication system, 800 prefix services, burglar and fire alarm services, energy management services, except for state institutions of higher education the reselling of centrex or its equivalent, payphone services, the reselling of an unlicensed telecommunication service, yellow pages, payment arrangements, FCC charges, collect calls, 3rd party calls, person to person calls, operator dialed calls, Inside Wire Maintenance program, calling card calls, adult entertainment calls, inter-exchange carriers monthly minimum charges, pay per use services, customer premises equipment, rude treatment, marketing, caller ID, State and Federal Access fees, 911 surcharges, Number Portability Charges, Universal Service Fund, and annoyance calls.
