The Office of Racing Commissioner (ORC) has the responsiblity to authorize and regulate pari-mutuel horse racing in Michigan. The program objectives are achieved through a number of regulatory activities including issuing licenses to anyone associated with pari-mutuel horse racing in Michigan.
