Child Care License/RegistrationThe Department of Human Services, Bureau of Children and Adult Licensing issues Child Care Center and Group and Family Child Care Home Licenses and Registrations to individuals, corporations, Limited Liability Companies, and certain government entities for the provision of child care services.
The following specific registrations/licenses are issued and regulated by the Bureau of Children and Adult Licensing: Child Care Family Home (1-6 Children) Child Care Group Home (7-12 Children) B. STATUTORY AUTHORITY: List the Title of state and/or federal law authorizing program, (i.e. Law Name, Public Act XXX of 19XX, as amended.) Can also include MCL citations and provide link to the law on Michigan Legislature webpage (www.michiganlegislature.org). Public Act 116 of 1973, as amended C. APPLICABLE REGULATION: List the Michigan Rules (from the Michigan Administrative Code) or regulations (Code of Federal Regulations) promulgated to implement the program. Can also include link to rules; many can be found on LARA's webpage: Michigan Administrative Code, Rules Administered by Department of Human Services Good Moral Character (R 400.1151 - 400.1153) Contested Case Hearings (R 400.16001 - 400.16001)

Procedures and Time-Frame for Obtaining Permit or Approval Submittal procedures, completeness and technical review, public notice requirements, comment and hearing periods, preliminary and final decisions, inspections, and processing times. (Statutory timeframes and/or in general, how long does it take to issue the approval?) In addition, identify whether permit must be obtained prior to groundbreaking or other milestones, if applicable.
PA 116 requires the Bureau of Children and Adult Licensing to issue a registration or license within 180 days of receiving a complete application. 5. In the interest of continuing to serve the public by considering its wishes, the department welcomes any comments or suggestions that you feel will help improve future revisions of the licensing rules for child care homes and centers.
