Campground Operating License

The Campgrounds and Pools Unit (CPU), within the Water Bureau, Michigan Department of Environmental Quality (MDEQ), issues the annual license required to operate a campground. This license is required when more than 4 recreational units are occupied on a parcel.

A. NAME OF PERMIT OR APPROVAL:

B. STATUTORY AUTHORITY:

Section 333.12508, Campground license, Public Health Code, Public Act 368 of 1978, as amended.

C. APPLICABLE REGULATION:

The requirements set forth in Michigan's Public Health Code, 1978 PA 368, as amended, and the administrative rules adopted pursuant to the act apply to this annual license. The act and administrative rules may be viewed at the campground program website

D. MICHIGAN BUSINESS ONE STOP:

The Michigan Business One Stop (One Stop) www.michigan.gov/business is a tool designed to allow businesses to interact with the State of Michigan. The tool offers:

  • a set of screening questions based upon your business sector to identify permits, licenses and registrations that may be required to do business in Michigan.
  • an option to pay fees online. For many programs, you can pay your business license fee in One Stop through use of an online form and shopping cart.
  • many online permit applications and renewals. When starting a new business and registering in One Stop, you will need to identify a business sector (also known as a NAICS Code). You can find your code at www.naics.com, select "Code Search."  After entering this code in One Stop and answering some screening questions, links to relevant permit applications will automatically be available in your newly created workspace. One benefit of accessing applications through One Stop is that you will receive status messages throughout the application process.

Using the One Stop provides many benefits to businesses in Michigan. By conducting your business through One Stop you can organize your State of Michigan transactions in one place. E. SUMMARY OF PERMIT/APPROVAL PROCESS:

 1.  Applicability (activities that require the permit)

"Campground" means a parcel or tract of land under the control of a person in which sites are offered for the use of the public or members of an organization, either free of charge or for a fee, for the establishment of temporary living quarters for 5 or more recreational units. A license is required to operate a campground.

 2.  Pre-Application Requirements

To secure a license to operate a campground, an application, which is supplied to campground owners/operators annually by the DEQ, shall be submitted to the DEQ Cashier's Office along with the appropriate license fee. Before an application for a campground license is approved, the DEQ or the local health department shall determine that the campground contains facilities which meet the requirements prescribed under the statutory requirements for campgrounds. Licenses are available for a one-year, two-year, or three-year period.

 3.  Application Submission Requirements

The application for a campground license is preprinted by the CPU, DEQ. The applicant needs to review this information to ensure names, addresses, telephone numbers, number of campground sites, and number of campground facilities is accurate. The applicant needs to make appropriate corrections, sign the application, and submit it to the DEQ Cashier's Office at the address provided on the application.

 4.  Procedures and Time-Frame for Obtaining Permit or Approval

The applicant needs to address any items of noncompliance noted on the annual inspection report to ensure a license can be issued or address any other items of noncompliance noted by the DEQ. The campground license applications (EQP 1707) are mailed in October of each year, and the applicant should return the completed application before the end of December. The DEQ will begin issuing licenses in January of each year. If the application is submitted after December 31, then a late fee of $100 will be added to the license fee. The goal of the DEQ is to have 90% of the licenses issued by the end of January of each year.

 5.  Operational Requirements

The campground owner or manager needs to monitor the campground daily to ensure all facilities are in working order and good repair, and that the campground is maintained in a clean and orderly fashion. Specific operating requirements are contained in the campground inspection report (EQP 1715), and can be viewed at the campground program website

 6.  Fees

The licensing fee varies with the number of campground sites as indicated. Most local health departments have an inspection fee for campgrounds under authority of this statute. A late fee of $100 is added if the application is submitted after December 31. Under Michigan's Safe Drinking Water Act, 1976 PA 399, as amended, an annual fee may be assessed for the campground's water supply system. There also may be an annual fee for the campground's wastewater system under the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. The fee for an annual campground license changes every three years, in accord with the Consumer Price Index. For the years 2008 through 2010, the fees are as follows:

 7.  Appeal Process

A campground licensee will be given an informal conference to appeal any intended action by the DEQ to revoke or deny the campground license; and, if appropriate, a hearing under the Administrative Procedures Act, 1969 PA 306, as amended, will be held where the intended license revocation or denial may also be appealed. A licensee aggrieved by a decision to revoke the campground license may appeal to the courts.

 8.  Public Input Opportunities

The DEQ issues the annual campground licenses and a person may contact the CPU to obtain information regarding the status of licensure for any campground. A person may submit information or file a complaint with the local health department or the CPU regarding any campground.
