    Licenses for Stand Alone Dairy-Related Facilities not Connected to a Dairy Plant

    The Food and Dairy division within the The Michigan Department of Agriculture and Rural Development administers licenses all stand alone dairy-related facilities which include, but are not limited to Grade A Milk Distributors, Grade A Transfer Stations, Grade A Single Service Product Manufacturers, Grade A Tank Truck Cleaning Facilities, Grade A Receiving Stations.

    2001 PA 266 2001 Grade A Milk Law as amended Article III [288.500 Sec. 30] and 2001 PA 267.

    D. SUMMARY OF PERMIT/APPROVAL PROCESS:

     1.  Applicability (activities that require the permit)
    • Grade A Milk Distributor License is a person or company other than a producer or processor who offers for sale, holds for sale, or sells at wholesale milk or milk products. A distributor's facilities include warehousing, refrigerated storage, and distribution vehicles.
    • Grade A Transfer Station License means any place, premises, or establishment where milk or milk products are transferred directly from 1 milk tank truck to another.
    • Grade A Single Service Product Manufacturer License means any person or company that is manufacturing single use containers or parts of single use containers that become milk product contact surfaces when used for the storage, shipping, or marketing of milk or milk products.
    • Grade A Tank Truck Cleaning Facility License is any place, premises, or establishment, separate from a milk plant, receiving station, or transfer station where a milk tank truck is cleaned and sanitized.
    • Grade A Receiving Station License means any place, premises, or establishment where raw milk is received, collected, handled, stored, or cooled and is prepared for further transporting.
     2.  Pre-Application Requirements
    • Contact the inspector in your area.
    • Provide blueprints, drawings and type(s) of products that are going to be produced.
    • Schedule a meeting with the inspector to discuss the requirements and timeline.
     3.  Application Submission Requirements
    • Contact the inspector in your area.
    • Give progress updates to your inspector and schedule final inspection.
    • Application(s) and fees should be submitted at the time of license issuance.
     4.  Procedures and Time-Frame for Obtaining Permit or Approval

    Varies on construction times and availablity of inspector(s)

    Fees for all of the facilities listed above are $50.00 renewed annually.
