Disposal or Transportation of Dead Animals License

The Michigan Department of Agriculture and Rural Development administers licenses to all commercial businesses that render dead animals/restaurant grease, obtain and transports dead animals/restaurant grease, produces animal feed from dead animals, or collects dead animals/restaurant grease destined for animal feed/rendering.

A. NAME OF PERMIT OR APPROVAL:

Disposal or Transporting of Dead Animals License (Also known as a renderer) (Form AH-062).

D. SUMMARY OF PERMIT/APPROVAL PROCESS:

 1.  Applicability (activities that require the permit)

You will need to obtain a Disposer or Transporting of Dead Animal License if you will be operating a rendering plant, an animal food manufacturing plant, a transfer station for dead animals, or obtaining and transporting dead animals (eg. Dead Animal Dealer). Dead Animals refers to restaurant grease as well as dead bodies, materials from dead animal bodies, or parts of dead animal bodies. Under law, "animal" includes mollusks, crustaceans, and vertebrates other than humans.

A Transfer Station is an establishment for the collection of dead animals. These animals are typically collected and taken to an animal food manufacturing plant, rendering plant, or possibly another transfer station.

An Animal Food Manufacturing Plant is an establishment at which animal or pet food is produced through the slaughtering, boning, grinding, cooking, canning or freezing of dead animals.

A Rendering Plant is an establishment for the reduction by cooking or processing of dead animals to tallow and meat scrap, cracklings or other items unfit for human consumption.

A Dead Animal Dealer is an individual that, for business purposes, procures and transports dead animals to or from a: transfer station for dead animals, animal food manufacturing plant, and/or rendering plant. You must also obtain a vehicle license for each vehicle which will used to transport dead animals.

You do not need a Disposal or Transporting of Dead Animals License if you:

  • are a restaurant grease dealer that possesses a liquid industrial waste permit with the Department of Environmental Quality.
  • a landfill that possesses a solid waste disposal area operating license with the Department of Natural Resources.
  • a person licensed as a commercial feed manufacturer with the Michigan Department of Agriculture and Rural Development producing only feed with denatured/decharacterized dead animals.
  • transport dead animals to:

-a laboratory for diagnosis. -a state and locally approved incinerator. -a licensed facility (i.e. rendering plant, animal feed plant, transfer station) if you are the owner of the dead aninmal when the animal dies.

  • transport dead animals released by an authorized meat inspection personnel for educational or research purposes.
  • transport hoofs, horns, hides, or other any other dead animal or part of dead animal that is not fit for human consumption.
  • transport dead animals used in making pharmeceutical, organotherapeutic, or tecchnical products.

The application must be completed in its entirety to include:

  • Business name, address, and phone number.
  • Business mailing address (if different from the business address).
  • Type of ownership (i.e. corporation, sole ownership, partnership, LLC, etc).
  • Name and address of the corporation or the owner (if not a corporation).
  • Federal Tax ID for the business.
  • The type of license desired (i.e. Rendering Plant, Animal Feed Manufacturing Plant, Transfer Station, Dead Animal Dealer, Vehicle(s)).
  • Payment (Please indicate the payment amount and method (i.e. check or money order) on the application.)
  • Signature, printed name, title of person signing (i.e owner, president, etc), and date signed.
  • Make of vehicle, VIN number, and license plate number and state for all vehicles used to transport dead animals (If transporting dead animals).
  • Destination(s) for dead animals including type of facility(ies), facility name(s), address(es), and phone numer (s) (If transporting dead animals). If the destination(s) is/are located in another state, you must include a current, certified copy of the license for each of these facilities.
 4.  Procedures and Time-Frame for Obtaining Permit or Approval
  • Review the associated laws and regulations (See Operational Requirements).
  • If you are applying for a Dead Animal Dealer License and you plan to transport dead animals to a facility in another state (transfer station, rendering plant, or animal feed manufacturing plant), obtain a certified copy of the license for each facility in which you plan to transport dead animals that is located in another state. You will need to submit these with your application.
  • Review and complete the application providing all of the information requested. If a section is not applicable, please put a line through that section.
  • Submit the completed application, the certified copy of the dead animal facility's licenses (if necessary-see above) along with a check or money order for the total fee, payable to State of Michigan to: Michigan Department of Agriculture and Rural Development, Animal Industry Division, PO Box 30776, Lansing, MI 48909-8276.
  • After your application has been approved and processed, a Michigan Department of Agriculture and Rural Development (MDARD) employee will contact you to verify that your facility or vehicle is ready for inspection. If the facility or vehicle is ready for inspection, a MDARD inspector, typically a Field Veterinarian, will then contact you to set-up and conduct a pre-licensing inspection of the facility. Please note that a maximum of two pre-licensing inspections are allowed per application per law.
  • Upon completion of the pre-licensing inspection, the inspection report is sent to the Lansing office for a manager's review. Once the facility or vehicle has passed inspection and managerial review, a Disposal or Transporting of Dead Animal License will be issued and mailed. Please note that if there are problems found either by the inspector or the manager, you will be given suggestions for improvement as well as a re-inspection date.
  • After receiving the license, you may then conduct business as a Transfer Station, Rendering Plant, Dead Animal Dealer, etc.

Typically it takes 4-8 weeks from the time of submission to receive a license.

License continuity requires Compliance with:

  • $375 for a Rendering Plant
  • $100 for a Transfer Station
  • $25 for each vehicle used to transport dead animals
  • $200 for an Animal Food Manufacturing Plant
  • $100 for a Dead Animal Dealer

Please note that the application fee is non-refundable.

A Livestock Dealer License expires on September 30th of each year. Any renewal applications received after October 31st will be charged a late fee of $25.00 per license.

 7.  Appeal Process

Per Bodies of Dead Animals 1982, PA 239, as amended, Section 13, the department shall notify an applicant if denied, including the reason (deficiency) for the denial. The department shall also offer the applicant the opportunity for a hearing.
