The Michigan
Department of Licensing and Regulatory Affairs, Bureau of Health Systems Health
Facility Engineering Section (HFES) reviews the design & construction of
healthcare facilities to ensure that safe, efficient, and effective delivery of
healthcare is supported. A plan review and construction permit are needed
before contracting for and initiating a construction project involving new
construction, additions, modernizations, or conversions of a health facility or
agency with a capital expenditure of $1,000,000.00 or more, a person shall
obtain a construction permit from the department. To protect the public health,
safety, and welfare, the department has promulgated rules to require
construction permits for projects other than those described above.

the State of Michigan.

Submit application, plan review fee, operational narrative, schematic plans and receive comments in less than 6 weeks.
Submit preliminary plans with response to comments, and receive additional
comments in less than 6 weeks. Submit final plans and specifications with
response to comments, and receive additional comments in less than 6 weeks.
Submit acceptable response to all comments, obtain Bureau of Fire Services approval,
and receive Construction Permit.
