Required State License(s):
Any type of new manufacturer within the State of Michigan, should contact the Department of Environmental Quality, Assistance Center (800) 662-9278 for information and assistance about the following environmental issues:
--Clean air assistance
--Compliance assistance (Federal & State)
--Contaminated site cleanups and redevelopment
--Handling, disposal and management of solid waste and hazardous waste
--Hauling and disposal of liquid industrial waste
--Information about seminars, workshops and training programs
--Permits, including air, groundwater discharge, National Pollution Discharge Elimination System (NPDES), water, wetlands/flood plains
--Pollution prevention and waste reduction
--Purchasing contaminated sites
--Storm water discharge
--Underground storage tanks
--Waste disposal hauling and licensing
When a business is engaged in manufacturing or processing, packaging, repackaging, preserving, fabricating, storing, selling or offering for sale any item(s), the business should be licensed with the Department of Agriculture, Weights and Measures Division, Post Office Box 30017, Lansing, Michigan 48909 (517) 655-8202 X301. Also, inquire about the Labeling Laws.
Other Possible License(s):
Must comply with the federal laws and rules administered by the Food and Drug Administration (FDA). This includes the Food, Drug and Cosmetic Act, the Fair Packaging and Labeling Act and rules contained in 21 CFR 700. If the manufactured product is potentially flammable or explosive, contact the State Police (517) 322-1924.
Contact the Consumer Product Safety Commission for regulations concerning electrical, mechanical products (312) 353-8260.

The two Departments have designed a first-of-its-kind users guide. Packed full of easy-to-read discussions about state and federal environmental rules, the "Michigan Manufacturers' Guide to Environmental and Safety' and Health Regulations" also summarizes the MIOSHA programs that affect manufacturers of all sizes. The book begins with a self-assessment checklist to steer you through the regulations that affect your business.
A program specialist produces each chapter of the book. Along with easy-to-read overviews of relevant regulations, there are telephone numbers that put you in direct contact with the agency experts who may be of assistance. You will also learn which current web sites display the latest regulatory information.

The cost of the guidebook will be approximately $25 that will be distributed at workshops held across the state.
