In 2004, the Michigan Department of Environmental Quality (MDEQ) issued a National Pollutant Discharge Elimination System (NPDES) Permit to MDOT for MDOT-operated storm water drainage systems. To comply with the permit, MDOT developed a Storm Water Management Plan (SWMP) addressing storm water pollution control related to highway planning, design, construction, and maintenance activities. In addition, the SWMP identifies responsibilities within MDOT for implementing storm water management procedures and practices, staff training, public education and participation, program evaluation, and reporting.
