The System Maintenance Guidebook (SMG) was originally created in late 2007. It directed the development lead to use the SEM and SEM Express processes and templates -- depending on system enhancement size and complexity. This was much more "process" than was needed for a small maintenance initiative. A sub committee was formed in early 2008 to work on streamlining this process.
All of us perform maintenance on our applications. We most likely follow a similar process. We first receive a request from the business (our client). Some of us may even use an automated tool to capture the request. We then make the change, document the change at different levels, and then we release the updated system into production. Some of us may even bundle the changes together in a "release." The SMG provides an opportunity for us to use common processes and documentation.
The SMG has the following new features:

Better guidelines that suggest which Systems Engineering Methodology (SEM) to use; whether it's the new SMG, SEM Express or SEM, based on the size of the project.

A new System Maintenance Template (SEM-0931) has been developed to document the system change.
The SMG assists is with running our maintenance projects. Chapter 1 discusses background, guidelines, maintenance categories, and contains a suggested "call for maintenance projects" process. The second chapter walks through the systems maintenance steps and helps you to fill out the System Maintenance template. The third chapter discusses the concept of "release management."
