Rule 140
In the event of the death, sickness, or disability of a member of the tribunal or a hearing officer after the member or officer has heard any part of a case, his or her successor or alternate may continue the proceeding and decide the matter, if, in the discretion of the tribunal, continuing the proceeding will not injure a party to the proceeding or otherwise result in an injustice, or the tribunal may, in its discretion, order the matter reheard.
