How Do We Serve Higher Education?
Female Student on a bench surrounded by booksEffective, low-cost facility financing is available to all Michigan colleges and universities that are open to all students without regard to race,
religion, color or national origin. Any facilities financed must have a dominant purpose of providing secular education. Eligible projects include new construction, renovation or remodeling of:
  • Academic Buildings and Classrooms
  • Libraries
  • Laboratory and Research Facilities
  • Administration Buildings
  • Housing
  • Dining Halls
  • Student Unions
  • Health Care Facilities
  • Public Safety Facilities
  • Athletic Facilities
  • Storage and Maintenance Facilities
  • Utility Systems
  • Capital Equipment and Machinery
  • Parking

 

Michigan Private / Independent Colleges and Universities
The Michigan Higher Education Facilities Authority is an agency of the State of Michigan created for the benefit and development of private, independent, nonprofit institutions of higher education in Michigan. The Authority issues bonds and extends loans to independent colleges and universities to finance or refinance the acquisition, construction, equipping, or alteration of educational facilities.

The basis of the Michigan Municipal Bond Authority's financing programs is the pooling of loans. The Authority gathers or pools various types and sizes of colleges and universities, as well as other local government bonds, notes and installment purchase agreements. The Authority sells a similar amount of debt in the regional and national public finance market and lend the monies received from the sale to the participating borrowers. As borrowers make and repayments to the Authority, the Authority in turn repays its bond or note holders. Each borrower pays a pro rata share of costs of issuance and is only responsible for their own loan.
