Donna Donovan is the State Deputy Treasurer in charge of the Customer Contact, Tax Compliance, and Tax Processing bureaus as well as the Bureau of Tax and Economic Policy. As a Deputy Treasurer, she has also supervised the Student Financial Services Bureau as well as Treasury programs. Ms. Donovan has also served as Director of the Bureau of Tax Policy, Administrator of the Office of Hearings, and Senior Legislative Tax Counsel working with the department since 1999.
Before joining the Department, Ms. Donovan was in private practice with Howard & Howard in their Lansing office where she specialized in state and local taxation. While attending law school, Ms. Donovan worked in the nonprofit sector as Vice President of the Michigan Nonprofit Association. She received her undergraduate degree in political science and economics from Kalamazoo College and graduated magna cum laude from Thomas M. Cooley Law School.
Ms. Donovan was appointed Deputy Treasurer in November of 2004.
