How can voters return an absentee ballot application received for someone who no longer resides at the provided mailing address on Election Day?

Residents who receive an absentee ballot application for a voter who no longer resides at their address should mark the envelope as such and place the application back in the mail so that it is returned. They may also return the envelope to the correct precinct on Nov. 3, the day of the General Election.
