Project: The Seeds for Success Parents as Teachers Consortium began providing services in 2012 to reach families who were literally "failing through the cracks" in our community. By providing home-based services and using a proven model, Seeds for Success has been able to engage over 300 families each year (345 so far in 2017) and to produce positive outcomes working alongside these families. The families we serve often have a variety of high needs characteristics. Currently, 14% are teen parents, 82% come from low income households, 35% have low educational attainment (not high school diploma or GED), 21% are dealing with substance abuse issues in their immediate family, 12% are homeless (not including those precariously housed), and 21% are currently or have dealt with domestic violence in their households. As the Kalamazoo County data presented above indicates, however, there are still significant gaps in service in Kalamazoo and the knowledge of these gaps -- specifically for homeless families and famiies experiencing significant barriers to accessing early education services -- led directly to the development of this proposal.
The Parents as Teachers model, currently successfully used by the Consortium, will be utilized to serve these high-risk families. The model has been proven to effectively impact families with multiple high needs characteristics, such as these. Services will be provided to each family in their homes -- homeless families will be served at shelters, in transitional housing, or in other safe community locations -- overcoming barriers o access and transportation. Parent Educators will use a variety of proven techniques, including routine assessment/screening, personal home visits, group connections, and access to a strong resource network as they engage and support families.
