Public Notice:  Michigan Coastal Zone Management Program

Routine Program Changes

 
The Michigan Coastal Zone Management Program (MCZMP), in the Office of the Great Lakes, Michigan Department of Natural Resources (MDNR), was approved by the National Oceanic and Atmospheric Administration (NOAA) in 1978, pursuant to 
Section 306 of the Federal Coastal Zone Management Act of 1972 (P.L. 109-58).  To keep the MCZMP current as organizational, administrative, and other changes occur, it is occasionally necessary to update the description of the program. 
 
Federal Regulations (15 CFR 923.84) require that such changes to an approved State Coastal Management Program be submitted to the Federal Office for Coastal Management (OCM), NOAA, as Routine Program Changes (RPC).  The MDNR is submitting the following as RPCs of the MCZMP:
 
Transfer of the MCZMP from the Michigan Department of Environmental Quality (MDEQ) to the MDNR pursuant to Executive Order No. 2017-9; 
 
Incorporation of five State agency internal guidance documents that collectively establish:
 
Guidance for MDEQ staff implementing Michigan’s shorelands protection and management statute and administrative rules;
Guidance for MDEQ staff considering climate change adaptation and mitigation measures in certain programs; and
Guidance for MDNR staff to increase safety at designated swimming areas in State parks.
 
The five guidance documents direct the State’s internal implementation procedures for certain programs. None of these changes proposed for incorporation into the MCZMP will be used for Federal Consistency review purposes. 
 
The State considers the submissions to constitute RPCs and has requested OCM’s concurrence in that determination.  Any person wishing to comment on whether or not the actions do or do not constitute RPCs of the MCZMP may do so by sending written comments to Ms. Joelle Gore, NOAA Office for Coastal Management, 1305 East-West Highway, Silver Spring, Maryland, 20910, or Joelle.Gore@noaa.gov.  Comments must be sent within three weeks of the date of publication of this notice.  For additional information, contact Ronda Wuycheck, Chief, Michigan Coastal Zone Management Program, at (517) 284-5040 or at wuycheckr@michigan.gov.
