|As part of the State of Michigan’s efforts to implement more sustainable practices in state-managed buildings and reduce energy usage where possible, the departments of Natural Resources and Technology, Management and Budget are preparing two requests for proposals for release by the end of September:
“Capitalizing on opportunities for cost-effective, renewable energy just makes sense for the environment, for Michigan’s beautiful outdoor spaces, and for the people of Michigan,” said DNR Director Dan Eichinger. “Our department is entrusted with taking the best possible care of the state’s natural resources and creating quality outdoor experiences. It is just as important that we continue to explore better ways of carrying out that critical work.”
A company or individual interested in submitting a bid proposal is encouraged to register as a vendor in the state’s new financial and bidding system, SIGMA VSS, at Michigan.gov/SIGMAVSS, before the RFPs are released, though registration will be accepted any time up through the RFP close date. All RFP bid documents and all associated attachments will be available only through the SIGMA VSS system.
All prospective bidders must be registered vendors in order to submit proposals through SIGMA VSS.

To help prospective bidders better understand the specifics and process of submitting a proposal, representatives of the DTMB and DNR will host two individual informational sessions via conference call and webinar. Call-in details are included in the RFP document “Proposal Instructions” – which will be available at Michigan.gov/SIGMAVSS once the bid opportunity is released. (Anyone who did not register as a vendor before the bid release can simply search by keyword.)

During the calls, participants will learn about the RFP, its components and the documents that must be submitted in a bid response. They also will have the opportunity to ask questions about completing those documents. The calls are preliminary and not binding in any way. To obtain an official answer to any question, a bidder must submit that question in writing as instructed in the RFP guidelines.
|Both the Renewable Energy Pilot and the Energy Consultant RFPs involve mandatory site visits at Oden State Fish Hatchery and Seven Lakes State Park. Vendors bidding on the Renewable Energy Pilot RFP are required to attend only the site visit for the location referenced in their bids. If bidding on both locations, vendors must attend both site visits.
