DNR, DTMB invite proposals for renewable energy projects at Oden State Fish Hatchery, Seven Lakes State Park

Informational webinar/conference call set for Oct. 10

A group of kids leaning against the pier railing, watching the water at Oden State Fish HatcheryAs part of the State of Michigan’s efforts to implement more sustainable practices in state-managed buildings and reduce energy usage where possible, the departments of Natural Resources and Technology, Management and Budget are preparing two requests for proposals for release by the end of September:
  • The Renewable Energy Pilot RFP seeks proposals to use solar photovoltaic systems – technology that converts sunlight into direct current electricity – to supplement or replace current nonrenewable energy consumption, continuing Michigan’s progress in moving to renewable energy at DNR-managed facilities. This pilot project will assist in reducing greenhouse gas emissions and lowering energy costs at two locations: Oden State Fish Hatchery in Alanson (Emmet County) and Seven Lakes State Park in Holly (Oakland County).
  • The Energy Consultant RFP seeks an energy consultant to assist the DNR in developing an energy transition plan, evaluating additional potential project sites, developing future RFPs for solar photovoltaic systems, evaluating bid proposals and overseeing the Oden and Seven Lakes projects from the start of construction through post-installation proof of performance monitoring and final acceptance of installed projects.

“Capitalizing on opportunities for cost-effective, renewable energy just makes sense for the environment, for Michigan’s beautiful outdoor spaces, and for the people of Michigan,” said DNR Director Dan Eichinger. “Our department is entrusted with taking the best possible care of the state’s natural resources and creating quality outdoor experiences. It is just as important that we continue to explore better ways of carrying out that critical work.”

Vendor registration requirements

A company or individual interested in submitting a bid proposal is encouraged to register as a vendor in the state’s new financial and bidding system, SIGMA VSS, at Michigan.gov/SIGMAVSS, before the RFPs are released, though registration will be accepted any time up through the RFP close date. All RFP bid documents and all associated attachments will be available only through the SIGMA VSS system.

All prospective bidders must be registered vendors in order to submit proposals through SIGMA VSS.

During registration, interested vendors must select the following commodity codes in order to be notified of the RFP release:

  • Renewal Energy Pilot RFP
    (91018 Energy Systems, Solar, Installation Services)
  • Energy Consultant RFP
    (91841 Energy Conservation Consulting)

Informational webinar/conference call Oct. 10

To help prospective bidders better understand the specifics and process of submitting a proposal, representatives of the DTMB and DNR will host two individual informational sessions via conference call and webinar. Call-in details are included in the RFP document “Proposal Instructions” – which will be available at Michigan.gov/SIGMAVSS once the bid opportunity is released. (Anyone who did not register as a vendor before the bid release can simply search by keyword.)

Both sessions will be hosted Thursday, Oct. 10, at:

  • 10 a.m. (Eastern) – Energy Consultant RFP
  • 2 p.m. (Eastern) – Renewable Energy Pilot RFP

During the calls, participants will learn about the RFP, its components and the documents that must be submitted in a bid response. They also will have the opportunity to ask questions about completing those documents. The calls are preliminary and not binding in any way. To obtain an official answer to any question, a bidder must submit that question in writing as instructed in the RFP guidelines.

Mandatory site visits Oct. 15 and 17

view of a frozen lake at Seven Lakes State ParkBoth the Renewable Energy Pilot and the Energy Consultant RFPs involve mandatory site visits at Oden State Fish Hatchery and Seven Lakes State Park. Vendors bidding on the Renewable Energy Pilot RFP are required to attend only the site visit for the location referenced in their bids. If bidding on both locations, vendors must attend both site visits.


Vendors interested in bidding on the Energy Consultant RFP must attend both site visits in order to be considered for contract award. Bidders will be required to complete a sign-in sheet at each location to satisfy the mandatory site visit requirement. Proposals from bidders who do not complete the sign-in sheet will not be considered, and failure to attend mandatory site visits will disqualify a bidder.
