Solid Waste Operating License Application & InstructionsAgency: Environment, Great Lakes, and Energy
- The Perpetual Care Fund Maximum Amount for July 1, 2018 - June 30, 2019 for Solid Waste Landfills is $2,257,000. For certain Type III landfills, the PCF maximum is $1,156,000. Once a facility has reached the PCF maximum, no further deposits are necessary through June 30, 2019.
- Use the Inflation Adjustment Factor of 1.952 for Existing and New Type II Landfills for July 1, 2018 through June 30, 2019.
- Landfill owner/operators will utilize Form B for adjusting closure costs. On Form B of the Operating License Application: Line 18 - insert the inflation factor of 406, Line 19 - insert the base year inflation factor index of 208, and on Line 20 - insert the inflation factor of 1.952.
- Landfill owner/operators will utilize Form C of the Operating License Application - Post-closure Cost Estimate for adjusting post-closure costs to account for inflation. On Form C: Line 20 - insert the inflation factor of 406, Line 21 - insert the base year inflation factor index of 208, and on Line 22 - insert the inflation factor 1.952.

Combined Solid Waste Landfill Waste Receipt Report (Excel) - This form shall be used by all landfill types to determine Perpetual Care Fund deposits; solid waste surcharge payments; and waste receipt data as required by Part 115, Solid Waste Management, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. Please save a copy of this form to an appropriate location on your computer to use for the entire fiscal year (October 1 through September 30).
