Community Energy Management Program
Energy Services will offer financial incentives to any local government, tribal government, or other public service entity physically located in Michigan for energy related implementation projects, recommended from energy audits and assessments that can be completed between December 1, 2021 and July 31, 2022. The maximum rebate award is $25,000 per applicant.
Awards will be given on a first come first serve basis at the discretion of Energy Services to work with local governments, tribal governments, and other entities on energy management, energy efficiency and renewable energy projects such as, but not limited to: benchmarking, ASHRAE Level I or II audits, energy efficiency upgrades, renewable energy projects, training, workshops, updating plans/ordinances to include energy, etc.
Michigan based local government, tribal government, or other public serving entities. Priority will be given to at-risk communities (low-income, Project Rising Tide, Coal-Plant closures, and rural) and public facilities. Applicant must be in good standing with the State of Michigan. Proposed activities must lead to onsite energy savings.
Activities involving new construction, ground breaking, new/modified environmental permits, and modification of any historical buildings are ineligible.
A minimum of $250,000 in funding is expected to be available for the program. The maximum rebate award is $25,000 per applicant. Energy Services reserves the right to issue awards/award amounts reflecting program priorities.
Eligible expenditures include contractual services, supplies/materials, equipment items costing less than $5,000 and other direct costs. Any equipment item cost over $5,000 can be used as match. Expenditures incurred before award notification and outside the executed grant agreement time period are ineligible.

- Provide monthly progress updates by phone with program manager as needed.
- Report impacts addressing potential energy and cost savings.
- Provide documentation of project expenditures (i.e. invoices, receipts and proof of payments).
- Submit payment request within 30 days of completing the project/activity. Payment Requests must be submitted online.
- One-year follow-up survey on continued impacts of implemented project/activity.
