BIL and IRA Funding

Passage of the Bipartisan Infrastructure Law (BIL) - enacted as the Infrastructure Investment and Jobs Act (IIJA) - and the Inflation Reduction Act (IRA) has resulted in substantial federal investment toward infrastructure and clean energy projects. Much of this investment is made available as federal grant programs that states, local governments, businesses, and other entities can apply for. Those seeking to go after federal funds directly should check out the Federal Funding Technical Assistance Website for tips on applying for federal grants and to view upcoming sustainability-related funding opportunities.

The State of Michigan will also be applying for BIL and IRA funds to pass-through to Michigan local governments, tribes, businesses, residents, and others. EGLE's Energy Services Unit will pursue federal grants that are specific to energy and just decarbonization. See below for more information on the specific programs that EGLE Energy Services will apply for and/or partner on with other State agencies.

  • The State Energy Program Formula Grant - Bipartisan Infrastructure Law Addition provides additional funding to states beyond the typical State Energy Program allocations to expand access to energy efficiency and clean energy, and to deliver reliable, clean, and affordable energy to more Americans. 

    Key Dates: The State has received funding from the U.S. Department of Energy. The State will incorporate this funding into existing EGLE Energy Services Funding Opportunities and make it available to sub-recipients starting Fall 2023.

    Funds Available: $11.3 million allocated for Michigan  

    Lead State Agency: EGLE 

    Target Recipients for State Grants: Public, private, and non-profit entities. The goal for this funding will be to improve community resilience and advance decarbonization through strategic planning, energy efficiency investments, technical assistance and educational program deployment, energy management consultation, and clean energy workforce development.

  • The Energy Efficiency and Conservation Block Grant (EECBG) Program provides formula grants to states to reduce energy use, reduce fossil fuel emissions, and improve energy efficiency. Formula grants are also available to eligible local and tribal governments. The State will develop competitive grants for communities not eligible for formula grants.

    Key Dates: The State has submitted an application to the U.S. Department of Energy. The State will incorporate this funding into the existing Community Energy Management Program and make it available to sub-recipients starting Fall 2023.

    Funds Available: $2.7 million allocated for Michigan

    Target Recipients for State Grants: Local and Tribal governments not eligible for EECBG formula grants

  • The Energy Efficiency Revolving Loan Fund Capitalization Grant Program provides funds to states to establish a revolving loan fund under which the State shall provide loans and grants for residential and commercial building energy efficiency audits, upgrades, and retrofits.

    Key Dates: The State has submitted an application to the U.S. Department of Energy. The State anticipates award approval in Fall 2023. The goal is to make funding available to sub-recipients in Fall 2024.

    Funds Available: $12.7 million allocated for Michigan

    Target Recipients for State Grants: Businesses and homeowners

  • The Home Energy Rebate Programs provide funding to states and tribes to distribute home energy rebate programs to help households save money on energy bills, improve energy efficiency, and reduce indoor and outdoor air pollution. This funding will include both the Home Efficiency Rebates (IRA Section 50121) and the Home Electrification and Appliance Rebates (IRA Section 50122). 

    Key Dates: The State must submit an application to the U.S. Department of Energy by January 31, 2025. The State grant program for sub-recipients is not open yet.

    Funds Available: $211 million total combined for both programs allocated for Michigan

  • The Energy Auditor Training Grant Program provides grants to states to train individuals to conduct energy audits or surveys of commercial and residential buildings to build the clean energy workforce, save customers money on their energy bills, and reduce pollution from building energy use.

    Key Dates: State applications to the Department of Energy are due 6/28/2024. The State grant program for sub-recipients is not open yet.

  • The Building Codes Implementation for Efficiency and Resilience provides competitive grant funding to states and state partnerships to enable sustained, cost-effective implementation of updated building energy codes to save customers money on their energy bills.

    Key Dates: The American Council for an Energy-Efficient Economy (ACEEE), with the State listed as a partner, was awarded funding from the U.S. Department of Energy.  

    Funds Available: $9.6 million

    Lead State Agency: Michigan Department of Licensing and Regulatory Affairs (LARA)

    Target Recipients for State Grants: None. LARA has signed on as a partner in a third party application and will be providing Michigan related technical assistance and information for project.

  • The Technical Assistance for Building Energy Codes is a new program providing competitive grants to states or eligible local governments to adopt updated building energy codes, including the zero energy code.

  • The Preventing Outages and Enhancing the Resilience of Electric Grid Grants provides grants to eligible entities, states, and tribes to prevent outages and enhance the resilience of the electric grid.

    Key Dates: The State has received funding from the U.S. Department of Energy. The State opened the grant application to sub-recipients starting in Fall 2023.

    Funds Available: $14.9 million allocated for Michigan for Year One and Year Two

    Target Recipients for State Grants: Utilities, transmission owners or operators, electricity storage operators, and fuel suppliers

    State Grant Website: Grid Resiliency Program 

    Federal Funding Source: Bipartisan Infrastructure Law

  • The Grid Resilience and Innovation Partnership (GRIP) Program provides grants to enhance grid flexibility and improve the resilience of the nation’s power grid against growing threats of extreme weather and climate change. The State is eligible only for Topic Area 3: Grid Innovation Program provides financial assistance to one or multiple states, Tribes, local governments, and public utility commissions to collaborate with electric sector owners and operators to deploy projects that use innovative approaches to transmission, storage, and distribution infrastructure to enhance grid resilience and reliability.

    Key Dates: The State has submitted an application to the U.S. Department of Energy, but was not selected for funding.

    Funds Available: $5 billion nationwide for Topic Area 3

  • The Climate Pollution Reduction Grants are a new competitive funding opportunity for states and other entities to develop and implement plans for reducing greenhouse gas emissions and other harmful air pollution.

    Key Dates: The State submitted a notice of intent to participate for a planning grant and will submit a Priority Climate Action Plan by March 1, 2024. The State will subsequently submit an implementation grant by April 1, 2024. The State grant program for sub-recipients is not open yet. 

    Funds Available: $5 billion nationwide

  • The Greenhouse Gas Reduction Fund is a new competitive grant program that provides states, local governments, and tribes funding for projects that reduce or avoid greenhouse gas emissions in low-income and disadvantaged communities. The Greenhouse Gas Reduction Fund will be implemented via three grant competitions: National Clean Investment Fund, Clean Communities Investment Accelerator, and Solar For All.

    Key Dates: The State will submit an application to the U.S. Environmental Protection Agency for Solar For All by September 26, 2023. The State grant program for sub-recipients is not open yet.

  • The National Electric Vehicle Infrastructure (NEVI) Formula Program provides funding to states to strategically deploy electric vehicle (EV) fast charging infrastructure. The State is developing a contract program for applicants to receive funding to deploy charging stations in strategic locations.

    Key Dates: The State submitted an application that has been approved by the Federal Highway Administration. The State contract program has opened for applicants in June 2023.

    Funds Available: $110 million allocated for Michigan
