Granger Grand River Landfill
The current license, approved on January 25, 2012, specifies the postclosure obligations that need to be performed at the facility. Part 111, Hazardous Waste Management, of Michigan's Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, and the administrative rules and the federal Resource Conservation and Recovery Act of 1976, as amended (RCRA) and the corresponding regulations provide enforceable standards for all levels of hazardous waste management, from generation to disposal, and specify how the facility must operate to protect human health and the environment. They also identify the authorities that EGLE has in licensing and overseeing facility hazardous waste operations.
License and Renewal Information
Hazardous waste treatment, storage, and disposal facilities (TSDFs) are highly regulated, highly engineered facilities, with extensive design and oversight requirements. The hazardous waste rules that prescribe the standards that must be met in any postclosure operating license action taken by EGLE include, in part: personnel training, compliance inspections, preparedness and prevention, contingency planning, recordkeeping and reporting, environmental monitoring, corrective action, and financial assurance.
EGLE issues postclosure operating licenses for the management of closed hazardous waste landfills that remain effective for 10 years, in accordance with state and federal regulations. To reissue a postclosure operating license, EGLE's review must conclude:
- The postclosure license renewal application is detailed sufficiently to evaluate the facility and its potential for impact on human health and the environment.
- The facility satisfies all postclosure standards under governing regulations.
- The facility does not present a hazard to human health or the environment, as determined by EGLE inspections and compliance with applicable environmental regulations.
- The postclosure license includes all necessary conditions to ensure safe and proper maintenance and monitoring of the closed hazardous waste landfill.
Granger submitted a Postclosure License renewal application on December 20, 2021, before the January 25, 2022, expiration date of the facility’s current license. The timely submittal of the renewal application allows Granger to continue operating under the current license until final action is taken on the renewal application. EGLE, MMD, has determined that the renewal application is administratively complete and is currently reviewing it for technical adequacy.
