Brownfield Site Assessments

With the assistance of a grant provided by the United States Environmental Protection Agency (EPA), the Michigan Department of Environment, Great Lakes, and Energy (EGLE), offers free environmental assessments to facilitate brownfield redevelopment.  

EGLE’s Brownfield Site Assessment (BSA) program provides a wide range of environmental assessments to support both project needs and community development goals.  Most often, this includes one or more of the following: Phase I and Phase II Assessments, Asbestos and Hazardous Materials Surveys, Baseline Environmental Assessments, and Due Care Assessments.

Goals of the Program:
To assist in the safe reuse of abandoned, vacant, or underutilized properties by determining the environmental conditions at properties known or suspected to be contaminated. 

EGLE provides free site assessments for local governments, eligible non-profits, or economic development agencies at properties that are known or suspected to be contaminated.  Candidate properties with a proposed or active redevelopment project are higher priority than properties that are being marketed for sale or lease. 

Any county, city, village, township, brownfield redevelopment authority or other authority, or other public body created pursuant to state law may apply for a BSA.  EGLE also considers whether the property owner or developer could be liable for the environmental contamination.

Application Process:
A local government, brownfield redevelopment authority, economic development agency, or eligible  non-profit can nominate a property at any time – there is no application deadline.  The application process is quick and EGLE staff usually determine the project’s eligibility within two weeks.
