2023 Grant Funding Opportunity (GFO) Bipartisan Infrastructure Law for Coastal Habitat Restoration and Land Acquisition

This funding is made available through NOAA to state and territorial coastal management programs via competition for projects that protect and restore ecologically significant habitats along the nation’s coastlines that play a critical role in helping communities become more resilient to natural hazards and reduce the impacts of climate change. The coastal management programs can submit up to three proposals to NOAA for funding consideration each funding year.  There are two rounds of the competition for this funding.  The first round is the submittal of proposals as Letters of Intent (LOI) for NOAA’s review.  Competitive LOIs will be invited back for the second round of the competition, which is the submittal of full applications.

Three types of projects are eligible for this funding.  The project types are Habitat Restoration; Habitat Restoration Planning, Engineering, and Design; and Coastal Ecosystem Conservation through Land Acquisition.  The maximum funding allowed per project is $6 million and projects would have 36 months to be completed.

The MCMP is putting out this GFO to select up to three projects to submit to NOAA for the 2023 BIL funding.  The MCMP anticipates NOAA to release their Notice of Federal Funding in mid-May with LOIs being due in mid-July.  NOAA has established program priorities they will use to select projects.  They include factors like advancing equity and inclusion, factoring in anticipated climate change, and project readiness.
