Kara Cook

State of Michigan's Chief Climate and Energy Strategist

Kara is the State of Michigan's Chief Climate and Energy Strategist where she helps implement the state’s MI Healthy Climate Plan to achieve 100% carbon neutrality by 2050. Most recently, she served as Chief of Staff at the Michigan Department of the Environment, Great Lakes, and Energy and previously served as Senior Advisor to Governor Gretchen Whitmer on energy and environmental protection.

Over the past five and a half years, she helped craft a bold policy agenda for Governor Whitmer, worked on five bipartisan budgets making record investments in climate, water, and parks, designed and negotiated the 2023 game-changing clean energy package, worked with partners to restart the Palisades Nuclear Plant, and more.

Before joining the administration, Kara worked in government affairs at the Michigan League of Conservation Voters. Kara graduated from Grand Valley State University with a Bachelors of Science degree in Political Science. She lives in Lansing with her dog, JD.
