Clean Water State Revolving Fund

The Clean Water State Revolving Fund (CWSRF) is a low interest loan financing program that assists qualified local municipalities with the construction of needed water pollution control facilities.

EGLE received over 250 Intent to Apply (ITA) forms totaling over $2.2 billion from applicants interested in Fiscal Year (FY) 2024 CWSRF and ARP funds. Combined with DWSRF requests, WIFFS received over 500 ITAs. In a normal funding cycle, EGLE would now reach out to each individual applicant to set up a conference call to discuss next steps. Given the extraordinary interest in FY24 funds, it will not be possible to conduct calls in a timely manner. Therefore, EGLE will be holding a CWSRF webinar November 29th. Applicants that submitted ITA’s will be notified of the webinar and link to join via email in the coming days. This will be an opportunity for WIFFS staff to provide details on the SRF process. The webinar will also lay out future WIFFS ‘office hour’ virtual calls where applicants can participate in discussions and ask questions of their district EGLE SRF and permitting staff.

2022 Clean Watersheds Needs Survey (CWNS) Now Underway

EGLE is reaching out to municipal officials for information as part of a nationwide survey to guide investments in clean water infrastructure.

The CWNS, hosted by the U.S. Environmental Protection Agency, helps determine resources needed to improve wastewater, stormwater, decentralized, and nonpoint source systems. Data collection began March 1, 2022 and will conclude February 28, 2023.

NEW! FY2023 Final CWSRF Intended Use Plan (IUP)

Intent to Apply form for the CWSRF loan program - Due date for FY2025 consideration is November 1, 2023.

The submittal deadline for final project planning documents for CWSRF fiscal year 2024 projects is May 1, 2023.

A community interested in applying for a loan must fill this form out and submit it to EGLE-WIFS. Submittal of this form will allow the applicant to receive an indication of the funding/financing outlook as well as the next steps in the process. To help better serve our customers and improve our programs please do not begin work on a project plan prior to submitting the ITA form. Following submittal of the ITA, a Water Infrastructure Funding and Financing Section (WIFFS) project manager will follow-up with the community to set up a discussion.

  • 20 year loan – 1.875 percent
  • 30 year loan – 2.125 percent
  • 30 year loan Disadvantaged applicant – 1.875%

Strategic Water Quality Initiatives Fund

The Strategic Water Quality Initiatives Fund (SWQIF) is a low interest revolving loan program that allows qualified municipalities to access financing for the construction of needed water pollution control facilities that cannot qualify for SRF assistance. Two types of projects can be financed under the SWQIF, the on site upgrade-replacement of septic systems and the removal of ground water or storm water from sewer leads.
