Michigan’s Clean Water State Revolving Fund (CWSRF) program is a low interest loan financing program that assists qualified local municipalities with the construction of necessary wastewater and storm water infrastructure projects. These projects improve water quality, the environment, and protect public health.

How to Apply

Potential applicants to the CWSRF should first review the CWSRF Eligibility Guidance. Eligible applicants must submit the Intent to Apply (ITA) form below to be considered for funding and financing opportunities. All financing determinations are based on applicant eligibility, priority points, and availability of funds. Applicants should apply for a project with the expectation the program is a loan program first and foremost.

Submittal of this form will assign a Water Infrastructure Funding and Financing Section (WIFFS) project manager to discuss the next steps in the planning process. Any questions regarding your project can be directed to WIFFS Staff.

The Intent to Apply (ITA) form is no longer accepting submissions for fiscal year 2026.

Strategic Water Quality Initiatives Fund

The Strategic Water Quality Initiatives Fund (SWQIF) is a low interest revolving loan program that allows qualified municipalities to access financing for the construction of needed water pollution control facilities that cannot qualify for SRF assistance. Two types of projects can be financed under the SWQIF, the on site upgrade-replacement of septic systems and the removal of ground water or storm water from sewer leads.
