WHEREAS, Acquired Immunodeficiency Syndrome (AIDS) is caused by the Human Immunodeficiency Virus (HIV), which progressively deteriorates the human immune system and destroys the body's ability to fight off illnesses; and,
WHEREAS, AIDS was first reported in the United States and Michigan in 1981, and the Michigan Department of Community Health estimates that 19,500 Michigan citizens are living with HIV or AIDS today; and,
WHEREAS, many health, social service and educational organizations throughout Michigan are active in planning and implementing community-based prevention, outreach, counseling, testing and referral programs; and,
WHEREAS, on this day, we join with the Michigan Department of Community Health to encourage citizens to learn more about HIV and AIDS, and we reiterate the importance of getting tested, assessing risks, changing behaviors and if test results are positive, seeking treatment;
NOW, THEREFORE, I, Rick Snyder, Governor of Michigan, do hereby proclaim Monday, June 27, 2011 as Michigan HIV Testing Day.
