October 2011 and Monday, October 31, 2011: Weatherization Month and DayDate: October 01, 2011 - October 31, 2011

WHEREAS, the average American family spends more than $1,300 each year on utility bills, a figure that represents 20 to 40 percent of a low-income family's earnings; and
WHEREAS, Michigan's Weatherization Assistance Program (WAP) is a federally funded energy conservation program that benefits low-income households by providing services to reduce energy use and lower utility bills; these services include wall insulation, attic insulation and ventilation, air leakage reduction and dryer venting; and,
WHEREAS, since weatherized homes significantly reduce carbon dioxide emissions, pollution levels in Michigan have decreased by an average of approximately 3,547 tons each year for the past three years; and,
WHEREAS, established in 1977, WAP has weatherized nearly 300,000 homes throughout the state, and on average, the energy cost savings for each weatherized home is $300 annually, allowing families to spend the money saved on groceries and other needs; and,
WHEREAS, during this month and on this day, we join with the Michigan Department of Human Services to raise awareness of the Weatherization Assistance Program in Michigan, and to encourage citizens across the state to recognize the importance of pollution reduction and energy conservation;
NOW, THEREFORE, I, Rick Snyder, Governor of Michigan, do hereby proclaim October 2011 as Weatherization Month and Monday, October 31, 2011 as Weatherization Day in Michigan.
