WHEREAS, since 1985, Help Eliminate Auto Theft (H.E.A.T.) has worked alongside Michigan citizens and law enforcement professionals by encouraging citizens to confidentially inform authorities of what they may know about auto theft-related crimes; and,
WHEREAS, H.E.A.T.'s toll-free tip line is monitored by the Michigan State Police, Criminal Investigation Section and they direct tip information to appropriate police agencies throughout the state; and,
WHEREAS, as a result of more than 9,000 calls to H.E.A.T.'s tip line, Michigan law enforcement professionals have recovered 4,369 stolen vehicles, more than $50 million in stolen property and secured the arrests of nearly 3,500 suspects involved in auto theft rings, carjackings and fraudulent car thefts; and,
WHEREAS, during this week, we join with law enforcement agencies throughout Michigan to encourage citizens to "turn up the H.E.A.T." by learning more about this essential community education and auto-theft prevention program;
NOW, THEREFORE, I, Rick Snyder, Governor of Michigan, do hereby proclaim Monday, October 17 through Friday, October 21, 2011 as Turn Up the H.E.A.T. Week in Michigan.
