Electronic Equipment Recycling Registration

The Materials Management Division within the Michigan Department of Environment, Great Lakes, and Energy (EGLE) has responsibility for issuing electronic equipment recycler registrations under the authority of Part 173, Electronics of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (Act 451).  The purpose of this registration is to support a manufacturer's electronic device takeback program.

NAME OF PERMIT OR APPROVAL: Electronic Equipment Recycler Registration

STATUTORY AUTHORITY: Part 173 Electronics, Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (Part 173).

APPLICABLE REGULATION: Part 173, Section 17317.

SUMMARY OF PERMIT/APPROVAL PROCESS:

Applicability: This program applies to recyclers of covered electronic device equipment.

General Requirements: Companies who de-manufacture covered electronic devices from Michigan households and small businesses are required to: 

  • Register with EGLE.
  • Meet basic environmental health and safety operation requirements.
  • Properly recycle collected covered devices equipment.
  • Annually report the amount of recycled material and the names and locations of recycling facilities under their direct control in Michigan who processed the recycled equipment.
  • Participate in facility compliance assistance inspections to determine compliance with the requirement.

Submission Requirements: Application Form EQP 5234.

Procedures for Obtaining Permit or Approval: Applicant submits the EQP 5234 to the Materials Management Division, either electronically or in hard-copy to:

The Materials Management Division reviews for administrative completeness, technical adequacy, and receipt of registration fee. If adequate, the registrant is emailed an acceptance letter.

Operations Requirements: Permittee must comply with statute, listed above.

Fees: $2,000 fee is required for the annual registration.

Appeal Process: No contested case provision so if dispute arises it will be filed in Circuit Court.

Public Input Opportunities: Comments are always welcome and an annual program report is generated.
