Required State License(s):

Prospective manufacturers new to the State of Michigan, should contact the Department of Environment, Great Lakes, and Energy, Environmental Assistance Center 800-662-9278 for information and assistance about the following environmental issues:

--Clean air assistance

--Compliance assistance (Federal & State)

--Contaminated site cleanups and redevelopment

--Handling, disposal and management of solid waste and hazardous waste

--Hauling and disposal of liquid industrial waste

--Information about seminars, workshops and training programs

--Permits, including air, groundwater discharge, National Pollution Discharge Elimination System (NPDES), water, wetlands/flood plains

--Pollution prevention and waste reduction

--Purchasing contaminated sites

--Resource extraction

--Storm water discharge

--Underground storage tanks

--Waste disposal hauling and licensing

Other Possible License(s):

  • Certain manufacturing operations may be required to comply with the federal laws and rules administered by the Food and Drug Administration (FDA). This includes the Food, Drug and Cosmetic Act, the Fair Packaging and Labeling Act and rules contained in 21 CFR 700. Contact the FDA, District Office in Chicago, at (312) 353-5863 or (888) 463-6332 for further information.
  • If the manufactured product is potentially flammable or explosive, contact the Department of Licensing and Regulatory Affairs, Bureau of Fire Services (517) 241-8847.
  • Contact the Consumer Product Safety Commission for regulations concerning electrical, mechanical products (800) 638-2772.
  • Visit the Michigan State License Search Website at www.michigan.gov/statelicensesearch to search for more information on specific  industry licensing and permit requirements.

The "Michigan Guide to Environmental, Health, and Safety Regulations" is a joint publication of the Michigan Department of Environment, Great Lakes, and Energy and the Michigan Department of Licensing and Regulatory Affairs. Manufacturers, suppliers, consultants, and regulators can all benefit from this guide, which steers the reader through the maze of state and federal environmental, health, and safety regulatory programs. Although some reference is made to local building and fire codes, local requirements are not discussed in the guidebook in any detail. Be sure to contact your local government officials for information on applicable local requirements.

The guidebook is subdivided into three main sections: Environmental Regulations, Michigan Occupational Safety and Health Act (MIOSHA) Standards, and Construction and Fire Codes. Each chapter within each section targets a specific regulatory program. This Web site contains a complete version of the guidebook and allows you to download it by chapter.

The guidebook also contains a "Self-Assessment Survey” tool you can use to find which regulations are applicable to your specific operation. Simply answer each question in the survey "yes" or "no" to be directed to the portions of the book relevant to your business.
