Southeast Michigan Physician's Controlled Substance License Summarily Suspended

April 11, 2019 – The Dept. of Licensing and Regulatory Affairs (LARA) served an order summarily suspending the controlled substance license of Larry Reid for overprescribing controlled substances.

LARA also served Reid with an accompanying administrative complaint that alleges the nature of his prescribing behavior. Specifically, LARA reviewed data from the Michigan Automated Prescription System (MAPS) between September 2017 to September 2018 and found the following:

  • Over 93 percent of Reid’s prescriptions were for highly abused and diverted controlled substances.
  • Reid prescribed opioids in combination with benzodiazepines, which is known to increase the risk of respiratory and central nervous system suppression.
  • On multiple occasions, Reid authorized greater than a three-day supply of controlled substances without first obtaining and reviewing a MAPS report.
  • Reid failed to respond to a subpoena requesting medical documents for 14 patients.

Additionally, more than 22 percent of Reid’s controlled substance prescriptions were paid for in cash and patients traveled significant distances to obtain the prescriptions. High percentage of cash payments and traveling long distances are both indicators of filling prescriptions for illegitimate purposes. 

The Michigan Public Health Code provides for summary suspension of licenses when the public health, safety, or welfare requires emergency action.

An order of summary suspension is a temporary measure to protect the public and not a final determination that a licensee has violated the Public Health Code.

LARA encourages all concerned residents, patients, parents and peers to file complaints against licensed health professionals who may allegedly be risking public health, safety or welfare.
