The MRA allows 50 plants for Research and Development - is that per license or per establishment?

Licensees may designate up to 50 plants of the authorized plant count toward research and development. For example, a licensee that holds three Grower licenses may have up to 150 plants designated for research and development as long as the licensee is compliant with the requirements of the Michigan Regulation and Taxation of Marijuana Act and the Emergency Rules.
