MPSC names Reka Holley as agency's Tribal Liaison

The Michigan Public Service Commission announced today that Reka Holley, the agency’s liaison with the state Legislature, will take on the additional role of Tribal Liaison.

Holley, who has been the MPSC’s Legislative Liaison since June 2019, replaces longtime MPSC Staff member Paul Proudfoot in the Tribal Liaison role. Before becoming Legislative Liaison, Holley was a departmental analyst for the MPSC and served in roles with the former Michigan Agency for Energy. She received a bachelor’s degree in history and political science from Cornerstone University and both a master’s degree in government and Juris Doctor degree from Regent University.

“We’re excited that Reka has agreed to serve as Tribal Liaison,” MPSC Chair Dan Scripps said. “The MPSC is committed to ensuring Tribal voices are heard and their concerns addressed as we work to ensure safe, reliable and affordable energy and telecommunications for all who call our two peninsulas home.”

Gov. Gretchen Whitmer signed an executive directive in 2019 affirming and expanding the state’s commitment to recognizing the sovereignty and right of self-governance of Michigan's federally recognized Indian Tribes and ordering each state department and agency to adhere to these principles. Whitmer’s Executive Directive 2019-17 also details a process of tribal consultation designed to ensure meaningful and mutually beneficial communication and collaboration between these Tribes and the departments and agencies on all matters of shared concern.
