  • The purpose of BSBP’s Youth Low Vision (YLV) Program is the provision of head-borne low vision devices to eligible youth to utilize residual vision to the fullest extent possible. Hand-held low vision devices are not provided by the YLV Program. The YLV Program serves individuals from birth to 14 years of age. The student must be currently enrolled or participating in a qualified educational program (including home school, alternative school and registered online school programs).

    Individuals must have acuities of 20/70 or less in the better eye with best correction; or must have a visual field loss of 40 degrees or less in the better eye with a documented deteriorating condition to be eligible for YLV services.  For documentation purposes, new referrals to the YLV program must come with an eye report, or a letter, dated no more than 2 years from date of application, from either an ophthalmologist or optometrist.

    Referrals are made to the (Michigan) Bureau of Services for Blind Persons by the Teacher Consultant for the Visually Impaired at your intermediate school district (ISD). The Bureau authorizes low-vision examinations throughout the state given by licensed optometrists and ophthalmologists who provide low-vision services. (Authorization must be before the exam.) The Bureau uses the results of the examinations to authorize purchases of telescopic and microscopic glasses, complex contact lenses, light-filtering eyewear, prescription sports goggles, bifocals, and prismatic lenses.

    This program typically provides more than 250 specialized evaluations and 350 low-vision aids each year, helping students participate in classroom and other activities with their peers.
