How does an agency register in-service training courses with MCOLES?
Law enforcement agencies or in-service training providers who offer training courses to Michigan law enforcement officers must register courses with the MCOLES so agencies can use funds distributed under Public Act 302. Agencies have the option to publish their training courses on the MCOLES Web site or register training for their departments only. Course Registration is mandatory for funding eligibility through the Michigan Justice Training Fund (Public Act 302). This means that monies obtained through the Law Enforcement Distribution or through Public Act 302 grants may not be used to pay for unregistered training. Registration of a course does not imply endorsement of the training materials or vendor by the Michigan Commission on Law Enforcement Standards.
The course registration process involves logging into the MCOLES Network and providing basic course information and contact information. The approval process includes:

Additional Documentation Required
Use of Force Courses:
For those courses where students will engage in hands-on defensive tactics, subject control, ground fighting, or other training where physical contact will occur, additional requirements include a documented review by competent authority of the medical, legal, and tactical soundness of each technique to be taught. The medical review shall include the potential for injury to the officer and subject if the technique is performed correctly as well as incorrectly. Use of force instruction should utilize Michigan's subject control continuum or one that is legally and tactically comparable.
Where firearms or other deadly force training is to be presented, additional requirements include providing the students with safety guidelines, a review of the legal use of deadly force, and a decision-making component (e.g., shoot/don't shoot scenarios). These three requirements shall be reflected in the course outline.
RADAR Operator Courses:
With changes to the RADAR curriculum and tests, the instructors shall have attended one of the Michigan Speed Measurement Task Force 2001 Instructor Updates. This shall be documented on the instructor resumes. Submissions for these courses shall include the course outline and objectives provided at the Instructor Update.
Course Registration Extension:
An MCOLES course registration is valid for one year from the registration date. An extension of course registration may be requested if there have been no changes in course content, instructors, and hours from the original application. Otherwise, a new registration must be submitted. A maximum of two one-year extensions may be granted, after which a new registration must be submitted.
P.A. 302 Law Enforcement Distribution:
The MCOLES course registration process is directly related to the use of LED funds. Training that is approved for use of LED funds must be MCOLES registered; likewise, training which has been registered may not be automatically approved for use of 302 funds (such as out-of-state vendors). 1. Why should I register my training course with MCOLES?
Answer: MCOLES maintains training records for all participating Michigan licensed law enforcement officers. The registration process facilitates the reporting of attended in-service training to MCOLES, so that the training can be posted to the officers' records. Also, law enforcement agencies may not use LED funds to pay for attendance at a course unless it has first been registered through the MCOLES Network.
2. How do we get our new department program registered with MCOLES?
Answer: You must first become an eligible user on the MCOLES Network by submitting the appropriate documentation. Law enforcement agencies that have already executed a User Agency Agreement can request that their agency also be designated as an in-service training provider by completing a User Agency Addendum . If the agency wants to designate a person who currently is an Operator, the agency head can designate this information on the Addendum. Newly designated Operators will need to fill out an Operator Agreement .
New vendors seeking privileges as an In-service Training Provider must submit both the User Agency Agreement and Operator Agreement to gain access to the Network. All Agreements and Addendums can be submitted to the MCOLES Licensing Services Section by faxing to 517-316-0824. In-service training providers and operators that have executed the appropriate security agreements will then receive a mailing with information on how to log into the Network.
3. How does MCOLES course registration affect our P.A. 302 training funds?
Answer: The training course registration process is directly related to the P.A. 302 law enforcement distribution (LED). A training program must be registered to be eligible for use of LED funds; likewise, a course may be registered with MCOLES, but not necessarily approved for use of LED funds (such as an out-of-state vendor).
4. Must our department teach only MCOLES registered courses?
Answer: No, but training that is not registered will not appear on an officer's training record at MCOLES and will be ineligible for use of P.A. 302 LED funds.
5. I took an MCOLES registered course, but the training does not appear on my training records. Why not?
Answer: The process depends on the training provider to report training attendance to MCOLES. Occasionally, an instructor may not submit the required information in a timely manner. Check with the training provider to ensure that the information has been submitted to the MCOLES Network.
6. What if we get sued? How does MCOLES registration (or lack of it) affect a lawsuit against our officers or our department?
Answer: In the event of a lawsuit, officer training records will be provided under subpoena.
