This guide has been developed to assist food regulatory agencies in the coordination of emergency management efforts to better protect public health and to minimize the economic impact of widespread emergency events.
Specific objectives include:
- Identify the procedures that should be followed in the event of an emergency that poses an imminent health hazard, and
- Clarify the roles and responsibilities of both the public and private sectors (food regulatory agencies and food establishment operators).

Food retailers face increased challenges to consistently meet legal requirements during emergency incidents. This basic food security and safety emergency resource was developed by food retailers for food retailers.
It has two basic goals:
- To improve store-level responses to some of the more common emergencies, and
- To improve coordination between store employees and government emergency responders.
