George Noonan
Manager of the Office of Organizational Innovation
George Noonan leads the Office of Organizational Innovation (OOI) for the Michigan Department of Agriculture and Rural Development (MDARD). OOI serves as the department’s core of information technology projects and support including system modernization, IT security, Geographic Information System (GIS), MDARD’s data warehouse, and public and internal facing websites.
He joined MDARD in 2017 after 23 years with the Michigan Department of Health and Human Services holding key positions in the Field Operations Administration as well as the Adult Services and Child Welfare Services areas focusing on business analytics and data warehousing, system development, continuous quality improvement, and customer service excellence.
Within MDARD, OOI’s mission is to drive department efficiency and effectiveness through technical assistance, collaboration, and innovation; and George has adhered to this mission by building solid partnerships with the Department of Technology, Management, and Budget staff to move MDARD’s technology initiatives forward.
George earned his Bachelor of Science degree in clinical social work from Eastern Michigan University and a Master of Science degree in social work administration from the University of Michigan.
He enjoys spending time with family, traveling in Michigan and elsewhere, and appreciating other cultures, languages, music, and of course food!
