General Information

Poultry includes, but is not limited to, chickens, guinea fowl, turkeys, waterfowl, pigeons, doves, peafowl, game birds, and hatching eggs that are under the husbandry of humans.

Coming into Michigan from Another State (Import)

Note: if you are planning to exhibit an animal of this type, there may be additional rules. View exhibition rules here.

  1. Poultry must have an official interstate certificate of veterinary inspection (CVI) filled out by an U.S. Department of Agriculture accredited veterinarian in the animal's state of origin.
  • Please note that Michigan does not issue entry permits for poultry to be imported.  Therefore, no permit number is required to be written on the interstate certificate of veterinary inspection.

Exception:

  • Participants in the National Poultry Improvement Plan (NPIP) may use a "Report of Sales of Hatching Eggs, Chicks and Poults" (VS 9-3 form) in place of an official interstate CVI.
    • Submit VS 9-3 forms through the NPIP Database or directly to MDARD at CVI@Michigan.gov or PO Box 30017, Lansing, MI 48909.
  • Poultry moving directly to slaughter may move on an "Owner-shipper Statement."
  1. Poultry must have a negative official test for Salmonella pullorum-typhoid within 90 days prior to importation and remain isolated from all poultry of unknown or positive Salmonella pullorum-typhoid test status. All birds, regardless of age, must be tested for Salmonella pullorum-typhoid.

Exception:

  • Originate directly from a NPIP U.S. Salmonella pullorum-typhoid clean flock and move on a VS 9-3 form.
  • Poultry moving directly to a state or federally inspected slaughter facility or through a livestock auction market for sale as slaughter poultry. 
  • Pigeons and doves are exempt from the Salmonella pullorum-typhoid test requirement for importation.
  1. Poultry vaccinated for Infectious Laryngotracheitis (ILT) may not be imported into Michigan unless permission from the Director is granted. Please contact MDARD at 800-292-3939 prior to entry.

Exception:

  • Poultry properly vaccinated according to label with Vectormune® FP (LT or LT+AE), Vectormune® HVT LT, or Innovax® LT may be imported into the state without requiring Director permission. The interstate certificate of veterinary inspection must clearly identify the type of ILT vaccine used.

Exhibition (Show, fair, demonstration, or display) Requirements

All poultry moving within the state of Michigan for exhibition:

  1. Must have a negative official test for Salmonella pullorum-typhoid within 90 days before exhibition and remain isolated from all poultry of unknown or positive Salmonella pullorum-typhoid test status.

Exception: 

  • Waterfowl, pigeons, and doves are exempt from the Salmonella pullorum-typhoid test requirement.
  • Originate directly from a National Poultry Improvement Plan U.S. pullorum-typhoid clean flock. Documentation must be presented at the exhibition.

All poultry being imported from out-of-state for exhibition must have:

1. An official interstate certificate of veterinary inspection (CVI) filled out by an U.S. Department of Agriculture- accredited veterinarian in the animal's state of origin.

Moving within Michigan (Intrastate)

Note: if you are planning to exhibit an animal of this type, there may be additional rules. View exhibition rules here.

  1. Poultry moving within the state of Michigan directly from origin to final destination have no specific requirements for intrastate movement.

  2. Poultry moving to a temporary location within the state of Michigan (such as animal shelters, rescues, auctions, swap meets, or feed stores), must have a negative official test for Salmonella pullorum-typhoid within 90 days prior to movement to final destination location and remain isolated from all poultry of unknown or positive Salmonella pullorum-typhoid test status. All birds, regardless of age, must be tested for Salmonella pullorum-typhoid.

    Exception:
    • Originate directly from NPIP U.S. Salmonella pullorum-typhoid clean flock.
