The Guide for Assessing Strategic Training and Development Efforts in the Federal Government introduces a framework to ensure training and development investments are strategically targeted. The framework serves as a guide in assessing how agencies plan, design, implement and evaluate effective training and development programs, and is based on interviews with government officials as well as private sector and academic experts in developing training programs.

The four broad components of the training and development process are: 1) planning and front-end analysis; 2) design and development; 3) implementation; and 4) evaluation. Evaluation occurs throughout the process and all the components are interrelated.
