Guide to Strategically Planning Training and Measuring Results was developed by the United States Office of Personnal Management's Office of Workforce Relations in 2000 to help agencies comply with OMB circular A-11 and the executive order that provided direction to Government leaders about workforce learning and development. The order specifically calls on agencies to include a set of goals to provide effective training opportunities and allied performance measures as part of the annual budget process. By following the guidelines, an agency should be able to maximize (and demonstrate) the value of employee training. This guide includes the following sections:
