Level 2 - Written or performance tests can assess change in knowledge or skills.
The best way to measure changes in an employee/trainee's knowledge or skills is to test him/her before and immediately after training. A positive change in attitude often suggests the employee/trainee has acquired new knowledge or skills. Testing often includes pre- and post-tests, quizzes, qualification exams, simulations, practical exercises, demonstrations and role-playing.
Following are some tools that can assist with a Level 2 assessment.
Level 2 Follow-up Evaluation Questionnaire - This example is taken from the Handbook of Training Evaluation and Measurement Methods by Jack J. Phillips.
Level 2 Pre/Post Test Evaluation - This example is taken from the 1995 Needs Assessment & Training Evaluation Toolkit, Department of Civil Service, Division for Human Resource Development.
